The Widow is the Caldari Black Ops. As a Caldari ship the bonuses for missiles and shield resists are not surprising. The bonus to ECM is unusual for a Black Ops though but in line with the Scorpion's design. It's noteworthy that it also applies to burst jammers because those can be very helpful to shake off tackle if you ever get caught.
The Widow can fit an impressive shield tank due to its resist bonus and eight mid slots. If shield tanked and fitted with torpedoes, its DPS is high and comparable with the Redeemer.
An armor buffer tank used to be a popular choice to open up the mids for a lot jamming modules. While this approach is still sometimes used, it got much less popular because the jammed ship can still target the jamming ship nowadays.
Notably, the Widow has the lowest scan resolution and the highest targeting range of the Black Ops.

While a widow is generally understood to mean a woman whose husband has died, given the theme of Caldari ship names the Widow's name probably refers to the North American dragonfly called the Widow Skimmer, or more commonly simply the Widow.
While all Black Ops saw extensive changes from 2019 to 2022 (see Black Ops#History), the Widow had significant changes (both explicit and implicit): In October 2018 the ECM changes affected it a lot. In November 2020 torpedoes got buffed which increased the Widow's damage potential. Combined with the rework in Enter the Portal (Juni 2021), the Widow changed its focus from an ECM support ship which is usually armor tanked to a shield tanked damage dealer.
